I think it is quite difficult to measure the negative effect of a policy.
It is because people will pay effort on lowering the negative effect to avoid the life being destroyed by the policy. The outcome of a policy is somehow more positive than it really caused. Sometimes I want to "scarify" myself in order to let the government(or other administration unit) know how a bad policy influences on people. But I just don't have enough guts.
So the negative effect of a policy is always being underestimated. Do you agree?
