Should we have the right of compensating indemnification from government's bad policy?

Sometimes government implements a policy before having enough evaluation on it. It would have negative influence on people when the policy comes to failure. In this case, I think we should have the right of claiming compensation.

As a citizen, I cannot reject a policy if it is passed by the parliament. I am forced to be obedient to every policy when it implements on me even though I think it is bad.

Why can't we?
